ATTENTION - YOUR ACTION REQUIRED

1. Senate Bill 1195 - the Daley Gun Grab and Confiscation plan may come up for a vote by the full Senate this week.

2. If this bill passes, it will result in the forced confiscation and destruction of most of the guns you own including rifles, pistols, shotguns, and muzzleloaders.

3. The Illinois State Rifle Association is holding a Freedom Rally and Lobby Day on Thursday, March 20, 2003 to fight SB 1195.

4. The location of the Freedom Rally and Lobby Day will be at the Illinois Capitol Building, Springfield, IL.

5. Everyone is asked to meet at 9:00 AM in the Stratton Building Cafeteria which is right across the street from the Capitol. Signs won' t be allowed in the building so don' t bring any. Folks are asked to dress sharp and be prepared to politely make your position clear - NO GUN BANS!

6. If you care about the future of your gun rights, you should attend the Freedom Rally.

I sent Dan Rutherford an email expressing my concerns and he replied saying he was going to shoot it down. Just hope the others do the same.

I sent an email to the Govenor too, but I doubt he will respond.

Have you actually read the bill, yet? Not that I agree with it, but...

It would not ban sporting shotguns, rifles, or muzzleloaders. It is going after assault weapons. Here is the section which explains what is NOT included:

Quote:

11 " Semiautomatic assault weapon" does not include:
12 (A) any firearm that:
13 (i) is manually operated by bolt, pump, lever
14 or slide action;
15 (ii) is an " unserviceable firearm" or has been
16 made permanently inoperable; or
17 (iii) is an antique firearm; or
18 (B) any semiautomatic rifle that cannot accept a
19 detachable magazine that holds more than 5 rounds of
20 ammunition; or
21 (C) any semiautomatic shotgun that cannot hold more
22 than 5 rounds of ammunition in a fixed or detachable
23 magazine.
24 (2)(A) " Large capacity ammunition feeding device" means:
25 (i) a magazine, belt, drum, feed strip, or
26 similar device that has a capacity of, or that can
27 be readily restored or converted to accept, more
28 than 10 rounds of ammunition; or
29 (ii) any combination of parts from which a
30 device described in subparagraph (i) can be
31 assembled.
32 (B) " Large capacity ammunition feeding device" does
33 not include an attached tubular device designed to
34 accept, and capable of operating only with, .22 caliber

-4- LRB093 10905 LRD 11424 b
1 rimfire ammunition or any device that has been made
2 permanently inoperable.
3 (3) " Assault weapon attachment" means any device capable
4 of being attached to a firearm that is specifically designed
5 for making or converting a firearm into any of the firearms
6 listed in paragraph (1) of subsection (b) of this Section.
7 (4) " Antique firearm" means:
8 (A) any firearm, including any firearm with a
9 matchlock, flintlock, percussion cap, or similar type of
10 ignition system, manufactured in or before 1898, or
11 (B) any replica of any firearm described in
12 subparagraph (A) if the replica:
13 (i) is not designed or redesigned for using
14 rimfire or conventional centerfire fixed ammunition;
15 or
16 (ii) uses rimfire or conventional centerfire
17 ammunition that is no longer manufactured in the
18 United States and that is not readily available in
19 the ordinary channels of commercial trade; or
20 (C) any firearm (other than a machine gun), which,
21 although designed as a weapon, the Department of State
22 Police finds by reason of the date of its manufacture,
23 value, design, and other characteristics is primarily a
24 collector' s item and is not likely to be used as a
25 weapon.
**End quote.**

This is one thing that ticks me off about the nra. They are just as guilty as the antis as not telling the whole truth, but just the parts they want to about issues.

The only " sporting" type rifle that would be affected is the AR-15 which is used by varmint hunters.

Like I said before, I don' t necessarily agree with the bill, but it is not what the nra is making it out to be.

I understand what you are saying sven. I don' t think the intention is what many people think. I heard a guy in Walmart last night telling the guy that works the sporting goods counter that they wouldn' t be able to sell any more guns if it passed. Cause this guys thinks that it will eliminate all guns, including .22 Caliber rifles. I just smiled and shook my head at him. Boy did he give me a dirty look.

But if this bill goes through, it is the first step in taking away the rest of our guns!

sven I think you need to read that bill alittle closer if i understand it correctly any shot gun that holds 5 rounds or less is safe unless they can be made or fitted with a mag tube extension that makes them capable of holding more. Now how many shotguns out there can be fitted with mag. tube extentions. As far as rifles go most that exept a box type mag. including hunting rifles like rem semi-autos and pumps have 10 round mags. available. this bill is worded so it doesn' t sound to bad but if you read closely and think about exactly what it says you will see that most firearms fall under these restrictions for one reason or another. I wonder how the DNR is going to feel about me huntin turkeys with a .410.
Even if it starts here and they win this one do you think Govener Dailey is going to stop there. It will be nice to know that we will have the already spread thin law enforcment agencys to protect us from all the gangs chicago is shipping down state to bloomington and peoria. I know I' ll feel safer with out my guns

" If i understand it correctly any shot gun that holds 5 rounds or less is safe unless they can be made or fitted with a mag tube extension that makes them capable of holding more."
That would be incorrect. The bill states:

11 " Semiautomatic assault weapon" does not include:
21 (C) any semiautomatic shotgun that cannot hold more
22 than 5 rounds of ammunition in a fixed or detachable
23 magazine.
It doesn' t say, " or that can be made to hold..." . Basically, leave the mag tube alone and it' s not included. Put an extended tube on it and it meets the definition of " assault weapon" .

As a side note, contrary to what the ISRA says, pump shotguns and muzzleloaders are NOT included...

13 (i) is manually operated by bolt, pump, lever
14 or slide action;
7 (4) " Antique firearm" means:
8 (A) any firearm, including any firearm with a
9 matchlock, flintlock, percussion cap, or similar type of
10 ignition system, manufactured in or before 1898, or
11 (B) any replica of any firearm described in
12 subparagraph
----------------------------------------------------

Mike, I agree with Sven here. I also agree with you in the respect that this is nothing short of a gun-grab foot in the door. Personally, I would like to see both the NRA and the ISRA stick to the facts and stop making them up as they go along. It makes their credibility worth poop.
