You can buy a EAA/Baikal SxS IZH43 for $250 new if you look around a bit, I bought mine for $200. Not the prettiest of guns, but it works like it should, and is absolutely bombproof.
My honest suggestion is to try shooting both ways, off eyed and off handed, see which way comes more naturally off the bat, I have a friend who is left eye dom, but right handed and another that is right eye dom but lefty, both of them shoot right handed for all of their guns. I'm right handed and left eye dominant, I shoot long guns well either hand or either eye really (after years of practice), but almost always shoot pistols/revolvers left handed and left eyed.
