I do not have an overly large budget and hunt the 9 day gun/deer season in WI.
I am looking for some advice on the following guns:
Winchester 670 30-06 bolt, iron sights, scope mounts wo scope, refinished stock. In good shape. $339.
Winchester 700 270 bolt, good scope, fired 16 times, synthetic stock $640
Remington 700 30 06, average scope, synthetic stock, looks to have been fired more than a few times. $449

It all depends on how you hunt. If you are hunting in the woods, or possible fields and can handle the recoil of the 06 I am partial to the remington 700. However if you want a little less "kick"and will be mostly hunting fields the 270 might be a better answer. I personaly have a browning 270 and only shoot it when sitting on edges of fields because I haven't had much luck with it in the woods. If you ask around though the 30-06 is one of the most versatile calibers ever made.

Either the .270 or .30-06 would be more than adequate for deer. The .30-06 will give you a wider range of bullet weights, potentially offering you heavier bullets should you one day decide to take the same rifle elk or moose hunting.
Win 670 was the firm's "answer" to rifles like the Remington 788 and 700ADL. No floorplate, hardwood stock, finish(wood and blueing)not quite as nice as the standard M70 XTR (probably why this one's refinished). No scope? That seems pretty steep for that particular rifle.
Can't tell enough by your description what the second rifle is. A M70 with a standard Winchester synthetic stock? Or is it an aftermarket? Considering that a new Weatherby Vanguard/Howa 1500 will run you about $400 today (and you can choose your caliber), you could easily put a decent scope and mounts on it for right atthe same price as this one would cost you.
I love M700s, but the third one I'd definitely want to have a close look at the bore. Again, and with an average scope on it, this one seems a little steep, especially if you feel it's seen extensive use.
