IMHO, if it was me I'd buy a Tikka T3 in .300 WSM and throw a Leupold 3~9x40 Vari-X II scope on it and keep the other $500 in my pocket for the hunt.
In woods and brush, I agree with Driftrider, I'd go with the Marlin 336 in .30-30, same scope and pocket the cash.

I just got a Tikka T3 Stainless Lite in 300 WSM on Thurs. I put a Nikon Buckmasters scope on it. The total came to $808.98 with 2 boxes of Winchester Supreme ammo. The Leupold Vari-X Scope would have brought the price up another $100.

If a lever action, browing BLR, here is a link to a very nice looking laminate

If a bolt, I would look at the Tikka T3.
Glass: Zeiss Conquest or Leupold VX III
Caliber: Me, I would get a 270WSM, but .308 or .270 are fine choices.
I would have your friend take the recommendations from this thread, go down to the gun shoppe, and shoulder them. Pick the rifle that feels the best.

CZ check out both cz usa and the eurpean version, Make it a easy accessed caliber by looking at local stores and seeing what is cheap and in good supply also many options does he like wood or syn. stocks Is he hunting in wet conditions, weight, setups like bipods, shooting sticks, scout mount set ups compack rifles. recoil that is preferred.
2 of mine rifles a win model 70 270win blued winlight like feather weight only syn more stable stock. like win 130 powerpoints. higher velocity than 30'06 smaller bullet. More recoil longer distance larger game bear/ elk
marlin 1894 blued wood stock 357mag with xo gosht rings and scout mount with 2x7 X long eye relief. can fire 357mag semijacted or 38special recommended can be good if have revolver in that caliber they also make 44mag.
very little recoil. cousin took a turkey with one 9 shots better than win if scope is to be mounted side ejection also if he wants to send alot http://www.wildwestguns.com/

Lever action would be perfect. Don't know if i'd go with a 30-30.I thinkMarlin is chambering some of its newer rifles in cartridges like the 308 or the 30-06. I know winchester makes a lever action in 30-06 but its a replica of one of their really old rifles and runs around 1100.
