What you need is a long plug in the magazine to limit the # of shells to whatever your states requirements are. You can easily make a custom length plug to fit in your gun to hold the perfect ammount of shells. The 870 is a great choice of a gun, and the Magnum will serve you well. There is a HUGE aftermarket of parts/accessories you can add to it as well.
