The small circle mark sounds like brass flowing into the extractor cut, from excessive pressure. You didn't say where the gouge was located on the shell casing. I'd look for a bur in the chamber if the gouge is on the sidewall, although I'd be suprised if Remington shipped a rifle with such a deffect. I'm beginning to suspect some super tight chambers on some of these rifles, as one posted eariler that his was flattening and cratering factory primers.

Check the Remington website for an authorized repair center nearest you. I would take your receipt and the gun if there's an authorized gunsmith in your area. You could have an excessive headspace problem or simply got a bad lot of ammo that is loaded too hot. I've had both happen with hot ammo from winchester in a 25-06 and excessive headspace on a Remington 700 in 257 Roberts.

If you do have to send the rifle in to Remington you won't be getting it back before October 15th unless you are extremely lucky. The Remington I had to send back(257 Roberts) took about 7 weeks to be returned.

Need more information. Where is the gouge? Where is the circle? Was the bolt tough to lift? Did you have any trouble removing the case from the chamber? If the gouge is on the side of the head it may be something as simple as a burr on the extractor. Circles in the Primers are not uncommon. Sometimes there are tooling marks on the face of the bolt. when the cartridge is fired the metal molds into those tooling marks. Any gunsmith could check these things out for you. If the chamber is okay then the problem may be your ammo. Maybe Federal has it loaded a bit hot. Too many variable to tell. I wouldn't think that it would be unfair to Remington if you got mad if they weren't able to return your gun in less than 2 weeks. Have a gunsmith look at it, he may be able to fix your problem for very little money.
