If your going to get a 410 for small game and birds I hope you are really good with a shotgun. 410's are very challenging to shoot. Most have full chokes, with very little shot and limited power range. This means tight low powered pay loads. You are going to have to be pretty accurate.
My opinion is just stick with a 12 gauge and do everything with it. They make so much different ammo for them you can do just about anything. And they are cheaper to shoot.
An IC and modified choke will cover pretty much anything you want to do. A full might be nice have, and depending on the gun you get it will come with them anyway. If you turky hunt an extra full choke is nice, but you can pick them up as wally world for under 20 bucks.
Remington express's come with one choke, modified I think. Mossbergs come with all three. I am pretty sure BPS comes with all three and I think the wingmasters do as well.
You could also look into getting a SPR 453 or 1100/1187. If you look around you can get them new for under 500 bucks, the SPR is closer to 300. You could also pick up a used auto. I got a nice A-5 stalker for $450.
A 20 or 16 ga would work as well, but ammo is a bit more. I would stay away from 28 or 410. Neither will do anything a 20 won't do and ammo is almost twice as much with less selection.
I would almost advise against the 16 ga for the same reason, except I have shot some pretty fine 16 gauges for small game. The 1100 and browning A5's in 16 ga are exceptional bunny and pheasant guns.
