4MOA has been pretty much the standard by every country at least since bolt actions started being adopeted over 100 years ago. 4MOA doesn't sound all that great, but the vast majority of them will shoot much better out of the box and will still be shooting 4MOA or better after they have 10,000 rounds through them.

The m16/AR15 variants in the 5.56 or .223 are an inheriantly accurate platform. The m4's I've shot will even produce moa accurracy. I built a basic A2 configuration for a friend with milspec parts and tested it withcheap line ofpmc 55 grain fmj's and got under moa.
I shoot these rifles in Highpower competiton and it and with very little effort can be made very very accurate.
Believe me you will not find a rack m16 that only produces 4 moa.

While attending Colt M-16 Armorer's school, we were told that that the barrel life of these guns was 35,000 to 70,000 rounds. The guns would normally hold a 5 MOA group up to that level of barrel wear. I wasn't sure I heard right for a moment . . . . . . Normally, my guns are looking for new barrel when the groups open up to MOA - normally about 5,000 rounds on a premium .223 barrel.
