Scope Adjustment help...please

Hi guys,
Buddy of mine got a knew scope mounted on his 7 mag, he called me tonight due to some sight in problems. I thought I would run this by you guys to get some input and see if I am thinking right.
He had it boresighted at the dealer.
150 Gr Nosler Ballistic Tip - Federal Premium (off the shelf)
7 Mag
At 25 yards, it is grouping tight but 2" high and dead centre, 100 yards off the page. He dropped to the bottom of the target (the actual target page(6" or so below bull) and hit top box, dead on centre and still grouping tight. So I estimated it was shooting a good 11 " is high for a 1" high at hundred zero. Which would equate to 44 clicks down at 1/4" at 100. Is my math correct? B/C this seems like a lot of adjustment on a boresighted rifle...NO? This is where my problem is and I know you guys are good at these types of problems.

In my opinion, those bore sighting tools are a joke. Or at least the vast majority of gun shop bore sighted rifles I've fired for people have needed adjustments. Some more than others, although your friends seem to be at the extreme. I've found that I can bore sight a bolt rifle just as well with my naked eye. Just pop out the bolt, center your target in the bore and then adjust your scope to match. This will at least get you on the paper. Always shoot your rifle and do the actual zeroing by hand. Never trust a bore sighted rifle. So shoot the rifle and zero it that way and don't worry about the gunshop bore sighting.

I use an old bushnell bore sighter and find it always gets me within 6 inches at 100yards and sometimes much closer.A boresighter is onlymeant to get you on the paper and was never intended to be used as a final sight in.

Yeah of course it is only meant to get you on the dance floor and have never had a scope that didn't need some adjustment at 25 after being bore sighted. This case seemed a little off though. He adjusted the scope 46 clicks down and good. I guess maybe it was imporperly done at the shop...who knows.
