For skeet a 12ga will do fine and you'll have a versatile gun for whatever (incl. trap & sporting clays) If you get good, and want a bit of a challenge, then start thinking 20 or 28 for skeet.
If you're gonna shell out for an o/u, don't go cheap. You are buying quality & trigger time. A bargain gun may shoot just as well as an expensive one, but...compare the 2 after 10,000 shots. That's where you'll see the difference.
If you're just gonna shoot skeet occasionally, get a solid pump or semi that fits you and you can shoot well. You'll have a shotgun that'll do what you want.
