need help setting up a crossbow
alright a buddy got one of them cheap 150$ crossbows online.
once he puts it together. Do you do any kind of papertuning or
anything . Or is there any other tips or tricks we should no.

Without knowing more about the crossbow it is had to help you out; IE: brand, type, scope, single pin and peep etc. Paper tuning really doesn't apply toxbows there are really no adjustments other than the sighting system; though you can, and should, adjust the brace height on a recurve crossbow. Any meaningful adjustments are made to the arrow in the form of balance (Front Of Center) and fletching. The manufacturer should specify the brace height if applicable to your specific crossbow.
For a crossbow to get its best accuracy it must be cocked evenly so the string stays centered. In order to do that most use a cocking rope with pulleys that ensures that the string stays centered. If you are cocking it by hand use some white out or a marker to mark the string on both sides of the rail. This will allow you to look at the string and see if it is centered.

It is a recurve so you will have to keep an eye on the brace height. It is common for new strings to stretch. If it is a flemish string (two or three bhundles twisted together to make the string) you can adjust the string length by adding or removing twists just like a recurve bow.
