paper tuning problem

paper tuning problem
ok got a consistant little left and a little low tear--by paper it shows fletching a little left ,but shaft hole a little low and to the right of fletching tear.so do i go buy the fletching holes or the shaft hole in paper--by what i indicated is that a right high or low left tear?
