It CAN' T be had. As someone suggested, your requirements of WIND and WATERPROOF put you well out of your price range. About the only thing you can get in the price range with those requirements is that cheap rubberized stuff that' ll make you wet all by itself from sweat. ANYTHING that is both WIND and WATERPROOF is going to cost you some bucks. Sorry about that.

It should fit your needs but the only way you can tell is to try it. I am not as enthusiastic about it as I was the Revolution Fleece but then again it does not cost anywhere near what the Revolution Fleece does...

Hey RB, check at Wal-Mart for Woolrich pants and jacket. I don' t remember the price but they are close to what you want to spend. Waterproof 100% polyester outer and nylon lining. I have them and they are quite comfortable at least for here in the deep south winters.
