Default Rain Gear

After PA' s opening morning this year, I have made up my mind that it is time to get some raingear. I am looking for something that is quiet, and not too expensive(teenager with a low budget). What would you recommend and where could I get it?

Pretty sure I saw some Cabelas in the bargain cave for about $80.00.
