I am also inclined to agree that the numbers alone are kind of a wash......Like you say, there are feast/famine pockets. We have that here in MO as well.......
Just another number to toss out there, sorry Scott, didn't think of this one earlier....PA hunters killed 354,390 deer in 2005, and Ohio hunters killed 209,513. Now, those are gun/bow kills, not just bow, but that's a success rate of 33% and 29% respectively.......

You want to see some real P&Y bucks, just start earn-a-buck in the Special Regs area's of SE Pa. This would help bring something resembling a more ballanced B/D ratio as well.

If we have 1,100,000 licensed hunters who kill those 354,390 deer(rough estimate on the number of hunters but the percentage comes out close)
With one hunter taking 1 deer then the % makes sense...........however even I can get tags for 4 deer outside of the special regs areas. So I can shoot 1 buck and 3 antlerless deer with my bow and that stat makes it look like 4 hunters were successful.
Now throw in the high density areas of the state (special regs areas with unlimited tags) and you can have a minority of hunters just racking up harvest numbers for the rest of the state.
Then you can throw in the fact that the PGC ESTIMATES the deerkill based on some rediculously low return on harvest report cards and butcher sampling.
Basically its a GUESS.

Earn-a-Buck in PA... That would be comical.
First, there would be immense amounts of whining and social upheaval. The entire Western PA watershed would probably flood with the resulting deluge of tears. The state of Ohio would be wiped out in a great flood. The governor's mansion would be burned down. Gary Alt would be burned at the stake by a gang of witch hunters. They wouldn't even know that he isn't in charge anymore. They wouldn't care anyway.
Then, all of a sudden, PGC would receive about 100,000 "filled" doe report cards on the opening day of bow season. Mysteriously, despite 100,000 deer being "harvested," the butcher shops wouldn't be very busy. *surprise!*
The only way we'll ever see great buck hunting in PA will be the day the legislature finally cowboys up and closes rifle season. As far as I'm concerned, they can close rifle season totally, and raise the price of the license to $150 to offset the dropoff in license purchases. I'd be the first one in line.

I am lucky to be in one of the areas with an insane amount of deer around, but it is to the point, that there are really to many around here. Then you have the areas which you mention, that guys freak out if they see a few deer whileon stand. Pa. has to level things out a bit across the state beforethey are really on the right track.

LOL If someone could prove to me that PA has 1.6 million deer I'll sprinkle hot sauce over this laptop and wash it down with a cold beer.

PA has a lot of feast or famine.........many of those "wooded acres" have the lowest deer densities you could ever imagine. Where our hunting camp is located in western Clinton Co. It is claimed via thermal image fly overs that we have something like 7 deer per square mile. Thats what?, 660 some odd WOODED acres...........with 7 deer on them. We don't even use the cabin much anymore.
Then you have the feast areas in the Western and SE counties where there are places where you can find 30 or more deer per square mile and you literally have trophy bucks eating from flower beds but you have to give your left kidney to hunt them in the suburban neighborhoods (if you're lucky.)
Sure there are some good hunts to be had here, and I've had my share but TRUST ME this is one screwed up state when it comes to its deer and deer hunters.
