As much as you want to "off" the dog yourself, let me recommend you think about it for a minute. Not sure where your from but I am in law enforcement and it is a felonyhere to shoot a dog. This pos dog and owner are not worth you having a felony on your record.
I would want to whack that sob myself, but I would strongly recommend you pursue the legal avenues suggested above, sue the owner, and talk to law enforcement and FILE A REPORT. At the very minimum get a history started on the owner and dog.

IL...and there are some instances where you can get more punishment for animal cruelty, than PEOPLE cruelty.
Again, please note I am NOT saying these laws are right, I am just saying it ain't worth a felony to kill said dog, even though it needs to be done.

Yeah, file a report. Some cases you can have the man pay for your medical expenses AND have the owner forced to put the dog down. That way you get repaid and the problem is solved. Don't stew on it without acting. Remember the dog who killed the owner's neighbor a couple of years ago? (I think it was in NYC)

I'm never a fan of dispatching someone else's pet however, lives were already in danger and I wouldn't have let the dog make it home after that experience.

Yea, make him pay the bills...he is required to by law in most states I believe. Plus, if a dog attacks someone, I'm thinking there is a law that says it has to be put down. Check into it. It may all be taken care of in the legal system and there won't be anything they would be able to do about it.
