Montana has no muzzy season for anything. One can hunt rifle season with a muzzy. Non-residents need to be drawn to get a tag for elk. You may draw the first time; the second time; probably for sure the third time. Cost will be near $1000 for elk, deer, bear, bird, fishing. You may be able to purchase a doe deer tag over the counter for near $100, and be able to hunt fall 2012. I've not read Montana regulations for a couple of years; this information may be dated.
There are a jillion acres of public land in Montana.
You probably can look up regulations for every state with a little initiative and effort.

Colorado is definately your best bet if you want to hunt this fall. However, you can't hunt during the special September Muzzleloading season as that is draw only. However, you can hunt in the 2nd or 3rd rifle OTC seasons and can use a muzzleloader. In the special season, you have to use only conicals, loose powder, and no scopes. But in the rifle season, you can use sabots, pellets, and scopes

As far as OTC for Colorado.
Deer is all draw. No OTC tags. There's some leftover tags that go on sale to the public in Aug, but it's tough to get anything decent.
Elk is the same way. All the OTC tags for elk are for 2nd and 3rd rifle season. Again, you have a chance at leftover tags in Aug.
If you bow hunt you have lots of OTC for elk. Still none for deer.
