I would check out Circle K outfitters near Dolores. Good outfitter in an area with lots of elk, but a good amout of hunters too.
The problem with a drop camp with any outfitter is that it is hit or miss. You generally are hunting on foot, so if the elk are there, great, if not, you may be out of luck. Even a good outfitter can not gaurantee you that there won't be other hunters in the area, or that the elk won't have been spooked out of the area. Of course, you can rent horses too (not usually provided with a drop camp) for extra money and that would give you the ability to hunt more area, but then you have to keep up with the horses.
You may want to check into a private land "tresspass" hunt. Usually about the same price as a drop camp and you get exclusive hunting rights to a ranch and possibly the public land behind it. I know a good such ranch near Glenwood that I have hunted in the past. Great elk hunting for archery, muzzleloading and first rifle seasons. Can't comment on the other seasons since I haven't tried those. However, ususally the owners hunt the muzzleloading season. Email me if interested and I will give you their name and contact data. Last I heard, they were chargeing $1500

Over the counter tags for archery and rifle sesaons after the first rifle.
For both the Dolores area hunt and the Glenwood hunt you need 1-2 preference points for muzzleloading elk. The Dolores outfitters area doesn't seem to hold many deer, although we did see 4 decent bucks on our hunt. The private ranch is excellent for both deer and elk.
