Try zone 47 in Wyoming. It lies just outside or Medicine Bow and encompasses an area know as Shirely Basin. There's is plenty of BLM land and if the winter hasn't been to hard it has a good lope population. If you're a good hunter and not afraid to get off the roads you'll take a good lope. I've hunter the area numerous times with no guides and taken B&C animals. The people at Medicine Bow Market do an excellent job of proccessing for a fair price and if you don't feel like camping there's Trampas Motel.
I've found Wy. Game & Fish helpful and friendly in the past and they usually have a hunter's orientation before the season opens for the newbies hunting the area.
Good Luck
