When a girl walks up and talks to you, it indicates that she wants to get to know you a little better.

You have to then suggest that you two go for a walk, go for a coke, cup of coffee or something. If the two of you hit it off, you ask her for a date, THEN you ask for her phone number so you can find out where to pick her up.
