    You need a picture manipulating program. We have Corel Photo House and Corel Print Shop.

    Open the pic in Paint Shop (Every windows computer has paint). Then go to Image then down to Stretch/Skew. Then put in numbers smaller then 100 for the stretch. Dont mess with the skew.
