I want to keep the grass down to allow any seed already produced to go ahead and sprout and to keep any more of the grass from producing any more seed.
As for a mix, I'm thinking of something like a 70-20-10 mix of wheat, oats, and peas, along with some ladino clover seeded over the top.
What seeding rates do you recommend? The two plots are about 2.5 acres total.

That mix sounds good. Be sure to put an exclusion cage on it to see what's happening, especially with the peas.
I get good results with about 100 lbs. of combined wheat/oats per acre. Going a bit heavier won't hurt at all and is a good idea with heavy thatch in case some of the seed doesn't make it to the soil level. EDIT: Oops, that should be 150 lbs. per acre.
