I would have burned off a patch with roundup last year. Without a tractor/plow/disc if it was dense grass youset the tiller to just dig in about 2" on the first pass. Lower the setting to 4-6" and work it up again. Broadcast the seed and then drag the soil surface to work the seed in.

It would have been easier if you had burned off the grass with Roundup last year.
You need to work the area at least twice toprepare the soil. The problem is going to be that when you use the rototiller you'll chop the grass roots into thousands of pieces which can grow. Let the plot sit a couple ofweeks after the first shallow pass to get a better killoff of the vegetation that is present when you do the deep pass.
After you broadcast the seed drag an old set of matress springs, etc with a few blocks on it to work the seed lightly into the soil.
The other method would be to use the roundup when the grass greens up this spring and then do the cultivation.

The burning will probably give you a nice crop of new grass. The problem with just rototilling is that the grass roots are still alive unless you repeat it. It will work but it will take time. Couldn't you get a neigbour to plow/disc it for you first?
