I tried using a tiller in a large home garden one year and quickly learned that that wasn't what I wanted. I can't imagine trying to use one in rough woods to make a food plot. IMHO they like softer dirt than you will normally find in the woods and they hate roots. This time of year you should be able to find discontinued models or factory refurbished tillers at places like Lowe's or Home Depot or check Thrifty Nickle type flyers for a used one. I bought a Troy Built lawn mower at Lowe's for $750 the other day, they had just put a new motor in it and the mower had no sign of being used.
