30-30 is a great cal. but anything with a tube mag, should be dis-conitued. or banned most hammers are unsafe. There are too many mis-haps while unloading.
With improper handling, any gun is not safe. But when handled correctly, I find they are as safe as anything else. Nearly every gun I own has a tube magazine (shotgun, .22, 30-30). The 30-30 has three safety features: half-cock, hammer block, and lever lock. I don't find it any more unsafe than anything else.

Some people are unsafe with a sharp stick. Every firearm (or mechanical device!) has a certain protocol that must be followed to use the item, otherwise it can turn around and bite! I have no sympathy for morons who either don't learn the needed protocols, or ignore them if they do know them.

When you consider there are only about a gazillion Marlins and Winchester lever guns out there and I personally have never heard of any unloading mishaps I would say they are pretty safe. I have probably unloaded mine about a 1/8 of a gazillion times, and I have never shot myself, the ground or anybody else in the process.
