Overnight it by UPS or Fed Ex if the weather is warm. During the winter like we're having right now it could probably go for two or three days and be fine when it gets there as long as it was frozen solid when you shipped it. Just put it in as small a cardboard box as it will fit in with some newspaper around it to help insulate it. That way the main weight will be the meat itself that you'll be paying for.

Freeze it solid and ship it overnight express in a cooler. Tape all around the lid of the cooler with good duct tape to seal it. Do not try to ship meat via regular mail because it can take several days to arrive. If it thaws and begins to leak, they will automatically assume it is hazmat or something of that nature and insist on it being opened and inspected which will delay it even more and probably result in it being destroyed.
Better to pony up the $$$ and ship it overnight. Make sure you declare what it is. They don't like surprises if it begins to thaw. That is why a cooler is good since if it thaws slightly it won't leak. I shipped a quarter od an elk to my sister's family in IN and this was they system I used.
