blue tongue, where does it come from?

blue tongue, where does it come from?
where i live "blue tongue" is goin around and have killed way too many deer, there have been rumors that they are not goin to allow people to hunt because all of the deer might get killed out. does anybody know how deer get "blue tongue" ?
