Default Mineral Blocks

I was just wondering when is the best time to use mineral blocks.
I also was wondering if I should scatter them out or just have one spot only.
I heard that in the Spring was the best time, but I just wanted to get the opinions from you on here.

I think that they will lick on mineral blocks all year, but salt blocks only in the Spring. That's what my dad tells me anyways. And it's not considered baiting, because they only crave it in the summer.

In Indiana it would be considered baiting if the block and any affected soil was not removed from the area 10 days prior to hunting so you might be best to check your regs.
