Default Waterfowl on the ground

I have seen a Meat Eater episode of hunters shooting Sandhill Cranes while they fly. Can these birds be shot on the ground from a distance perhaps with a rifle? It makes sense why shooting into the sky with a rifle makes little sense but what about when they are on the ground?

No, it is not legal to take migratory birds with a rifle.
