Yes, all quail have the oil sack on their back. But, you must get them wet a few times for them to develop it correctly.
I never feed any whole or scratch grains in the pen. The reason for this is. If a quail eats anythingthat has to be crushed up in the craw. The Quailwill need grit. By getting gritt off the floor in the pen, the bird also gets droppings. The droppings cause multiple problems from disease to parasites. It is always cheaper to prevent a problem than to correct it.
