Use duct tape, a sharpie and a piece of paper. Use the sharpie to write a polite note about how you could have shot the dog but chose not to, then use the duct tape to secure it to the dog witha few dozenaround body wraps. Make sure to include your number and what your next step will be to rid your property ofdogs whose owners don't secure them. Make sure your statements are completely within the law andput the date, time and location you found the dog on the note. This way, they only have two choices....Contact you or the police, either of which will be an automatic admission that their dog wasn't secure...or, they can take the chance that little Fido's bowel will still be full of food in the morning. Plus, it'll drive them nuts trying to get the duct tape off the dog.

I call this type of thing a "calm solution." Meaning that your aren't harming the animal, you're just creating a situation that transfers some of your frustration to the owner of the animal. A good ol' fashion Fly-Strip wrapped around a porkchop solved a "cat tearing into garbage" problem for me once. You could hear the cat running for three blocks dragging the cardboard cannister to the flystrip behind it. Once it stopped, like cats do, it began shaking feet and scratching trying to get it off. By the time it finished it was completely wrapped up. I lost a neighbor because it took her two hours to get the flystrip off her cat, but I never had to pick up garbage off my driveway again.
