Default New kind of arrow?

I saw this in a magizine today i will have to get more details on it but it had like a mini stabilizer built into the shaft near the insert. I though it was awsome but didnt understnad how it worked. Anyone else see these?

Arrows are made by Carbon Tech. I was just talking to the president of the company last weekend. Check out their website.
