EVERY TIME I LETOFF THE SOUND HAPPENS....THERE IS A NEW STRING ON THE BOW TO...DOES IT NEED SILENCERS ON THE STRING TO SOLVE THIS....AND THEIR WAS NEW LIMBS PUT ON.... ...

String silencers will do very little to stop this.
By any chance was the axle lubed when the idler was installed on the new limbs? If not, sounds like it needs some possible, assuming everything was installed properly and in it's place...

bobcat, unless you have the equipment and the know how, I recommend you take the bow to a proshop and ask them to lube everything up for you, assuming that's what they think the noise is. You need to press and dissassemble the bow in order to lube it properly...
