Mathews Genesis - Draw=up to 30 in/ weight= 15-30lbs
PSE Outlaw Synergy 4- Draw = 20/ Weight= 25lbs

Parker Jounior Mag- Draw= 19 to 24/ Weight= 20- 40lbs

Both of the Parker Bows come with the " GROW WITH PARKER PROGRAM "
For $49.95 you have the option to upgrade the limbs and draw modules so the bow can grow along with your daughter.
I would definitly start your daughter with a release. I believe that a new archer can be taught a consistant anchor and release much easier with a release.
Scott makes a nice release that works well for many youth shooters here called the Scott Little Goose or the Scott Itty Bitty Goose.
If you have knowledge of back tension releases I would try to teach her that after she has mastered the basics of Archery shooting.
