Bare minimum requirements are a high speed arrow saw and a fletching jig. For jigs, I like Bitzenberger and JoJan, in that order.
To kick it up a notch, you need an accurate grain scale, arrow spinner and spine tester.

Glue (Goat Tuff)
Vanes (Blazers)
Inserts, Nocks and Tips (obviously)
Q-tips
Diluted Rubbing Alcohol
Water
Paper Towels
300 Grit Sand Paper
Test Tube Brush (for cleaning out the inside of the arrow shaft)
Sharp Knife
Flething Removal Tool
A few beers, some time and patience.
