By performance level hes not just talking about the extra weight for speed and KE. Its been said, however i havent really seen it proven though, that a bow is always more efficient with the limb bolts maxed out.

get one of these kind of hanging scales http://shop.3dshoots.com/product_info.php?products_id=566 Gander MT. sales them also. only bad thing about turning the poundage down is most times you will have to retune & the bow usually gets louder .

What Len is referring to is cam rotation. When you back the limbs down, there comes a point where thecam's optimalrotation is lost. Speed suffers, felt draw curve suffers, valley and wall characteristics may suffer. Just look at the people with speed issues when the SB first came out. Once cams were put into proper (optimal) rotation, speed was as expected. There IS a point where backing the limb bolts out will cause performance to suffer. Often times getting things back in proper rotation will negate much of the effects of backing poundage down, IE poundage won't end up much changed.
