It was the same way here when they tried to ban bear hunting with dogs Lanse, it was really about banning all dog hunters.. It didn't make any difference as to what the hounds or dogs were used to...

The word hound here IMO means hunting dog! I have never seen or even heard tell of a hound hunting turkeys, have you? They fly as well and a hound uses his nose on the ground for the most part...
