Default Expanding Die

Just got started reloading, something I've wanted to do for a long time, but I figured a RCBS Rock Chucker was a great college graduation gift for myself. I started out with loading .38spcl today. I figured that was a good place to start because of how common it is. My question is on the expander die. I'm not sure if I was doing this step right or not. From my understanding the goal is to just flair it out a little bit to help the bullet start in? Is that all I'm supposed to do or am I missing something?

Correct. To be sure you're expanding enough, run one or two rounds to completion so you can see how the seating/crimping operation goes. Too much expansion will wear on your cases.

Too much expansion will wear on your cases.
Too much expansion will 'eff up your cases as I found out after running the expander mid-way down some .45acp cases.

As previously stated you want just enough to get the bullet seated.
