Charges ' 99.9% certain' in bear cub grab
I guess there' s that small 0.1 % quebec chance that no charges will be laid?[:@]
Holy crap, they are coming across as totally stupid over this...I can' t believe this...

Quebec wildlife officials are " 99.9 per cent certain" charges are imminent against a Quebec woodsman who, in his quest for a pet, kidnapped a bear cub from its mother early Tuesday on the Gatineau River near Wakefield.
