Default HC Stabalizer

Does anyone know where do they measure the stabalizer from? If you use a 12 inch stabalizer with a wrist sling then you are at 12 1/8 inches, then if you use a 10 degree quick connect that will cut down on the length. So is it 12 inches from the riser straight out or what? Can anyone clear this up.

The stabilizer is measured from the closest point of attachment to the bow. Any weights, or disconnects add to the total length of the stabilizer.
