New Scoring for IBO

Can someone give me a good reason why the IBO went to counting The X as 11, I can understand to reduce the number of ties. However I don't understand why they didn't go ahead and change the count to 12's if they were going to change. I shoot IBO and ASA and it seems like the consistancy between the two would have some advantages. If anyone can offer any other reasoning I'd like to hear it. I know it won't make a difference but curious.
Thanks,

THE ONLY THING I DONT LIKE ABOUT THAT RULE, YOU ARE CONSISTANTLY GOING TO HAVE A BUNCH OF 410'S AND 420'S, I DONT THINK THAT WE NEED THAT, IT WOULD BE NICE TO COUNT THE X'S AND GIVE A POINT FOR THEM, BUT LEAVE THE HIGHEST POSSIBLE SCORE AT 400 THEN SETTLE THE TIES WITH THE X'S, SORRY, THAT IS JUST MY OPINION, I MAY EVEN END UP LIKING THE RULE , BUT FOR NOW I THINK THERE IS SOMETHING I WONT, THANKS FOR LETTING ME VENT.

I look at it this way, its just evolution of the game as the shooters get more and more consistent. When 3D started, at least around here, it was a 10/5/0 scoring, basically kill/no kill. then a 3rd ring was added.
In IBO, as opposed to ASA, you are shooting at the center of the 10 ring, the 11/x ring is dead center and smaller, this is just a combination of a reward for a "better" shot and a way to "make up" for a bad shot.
ASA gets "12" in my opinion, because it is not a "more perfect" shot, but in a risk/reward spot.
As for the rule, beats me, I will shoot no matter what they call the little circles I have to aim at <img src=icon_smile_big.gif border=0 align=middle>

BOB, I TOO WILL SHOOT AT WHATEVER COMES ALONG IN THE LINE OF RULES, AND IF MY OWN SHOOTING IMPROVES SOME I THINK I WILL BE A FAN OF IT. I MUST ADMIT, IT IS NICE TO KNOW THAT I CAN PICK UP THE POINTS THAT I LOOSE ON THE TURKEY'S. AND, I AGREE WITH THE EVOLUTION OF THE SPORT CONCEPT, BECAUSE IT HAS TO. SO, I HAD BETTER JUST WAIT FOR THE INDOOR WORLD IF I CAN MAKE IT, THEN DRAW MY CONCLUSION THEN, IF NOT THEN, LATTER DOWN THE ROAD. LOL BUTCHB.

The change came from shooter input.A desire to be able to make up for that one bad shot.
Well the jury has till Nelsonville to decide if you all like it. The plan is to review the rule at the end of the year.
11, because a bad shot should sting a little. Got to shoot at least two good ones to make up for it. Although on the national event scale this is evolving into a sport. On the local level where 95% of the shooting is done, it is still practice.
We will see what the poll says in Nelsonville.

Thanks for the replies, I just started shooting tournaments last year. I really love the sport and the x's being worth 1 more will definitely help my score. Maybe I'll see some of ya'll at some shoots. I'll be at the winter nationals in Ft. Worth and I'm planning on going to Snowshoe next year.
See ya there,
