My elderly uncle ask me to help him fill out his application today. First time I seen one since I dont hunt Pa.. He was having problems filling out the little yellow application. QUESTION. Under the signature area there is a line for CHECK # and a line for Amount. Who fills that part out the person applying or is that for the Courthouse people to fill in. Since it was under and after the signature ?? Usually on most legal forms after the signature them spots are for the recieving office. The issuing agent were out of the rules book so that was no help

They want to make sure they sell those antlerless licenses. Now we have a second and a third choice. Just another way to make money and try to kill more deer. I put 4E for my first and 4C for my second, My third choice is REFUND.

All this system does is give the hunter a chance to get his second choice if the first one is already sold out without the County Treasurer having to sending the application back to the hunter who then finds out his second choice also sold out before he could resubmit his application to his second choice unit.
This is entirely a benefit to the hunters and doesn’t make one additional penny for the Game Commission, result in even one additional license being sold or any more deer being killed, yet you still want to bitch about it.

I dont think its any surprise that the allocation system change was to make the system more efficient to sell every single tag possible. Earlier application date... Landowner license application deal... 2nd third choice etc.... All designed to sell more tags and slaughter more deer. That has been the reason for just about every single change the game commission has made since the 90's.
