As long as it's not a Thompson center no FFL is needed. The Thompson's have the ability to install centerfire barrels and require a NICS. You can purchase muzzleloaders via the mail.

i think muzzleloaders you are fine. anything else you need to go through an FFL holder. all youd have to do is have a gunshop ship it to another gunshop. buyer generally pays the FFL fee..its not too much i dont believe. always best to check both states laws on the subject. lots of states are diffrent and change..

The only TC that requires a FFL is the Encore, or any other model that can swap bbls for a centerfire cartridge. The TC muzzleloaders (black diamond, hawken, thunderhawk, etc)are the same as any other brand of ML rifle. No FFL required.

Since we're on the subject of NY and FFL... This is the bill currently in the Assembly. NOtes nothing about exempting MLs...
