Oh he's not that bad of a guy. He only stole 9.25 MILLION DOLLARS from Illinois Sportsman. And now the feds are wanting it put right back where it belongs.

I could go on and on but I think those intrested in the shennanigans of this jerk loader should read this very informative article by Ralph Loos.

He has single-handedly made Illinois politics the laughing stock of the entire country. It will not be long until this fork-tongued, belly crawling, double-talking snowballer will be ejected and be nothing but a regular citizen, and of course a convicted CRIMINAL. He best not cross some peoples paths because once he's tossed out of government on his a** with that 2-bit hussy wife of his there will have to be no worries of assaulting a gov't official when someone spits in his lyin face.

Feds to Blagojevich: Put DNR funds back

Wednesday, January 7, 2009 3:13 PM CST[/align]Springfield - The federal government has sent a letter to Gov. Rod Blagojevich's office, demanding the state return millions of dollars it "swept" from a handful of DNR accounts last year.

It also requests that the payback include interest.

The feds made it clear that they desire to see lawmakers take action to restore the habitat funds during the upcoming legislative session, which begins at the Capitol on Jan. 12.

On Dec. 30, Illinois Outdoor News obtained a copy of a letter drafted by the U.S. Fish and Wildlife Service and addressed to the governor's office. The letter spelled out the consequences of what will happen if the money isn't restored and called habitat fund sweeps "a diversion in violation of federal law."







[/align]"In a letter dated Oct. 6, 2008, we advised you of federal fish and wildlife grant program concerns associated with pending state legislation (Senate Bill 0790) which would transfer hunting and fishing license fee revenues into the State FY09 Budget Relief Fund," the USFWS letter to the governor's office began.

According to the USFWS, the legislation in question was enacted and signed into state law on Oct. 7, 2008. It authorized transfers of $9,250,000 out of six state funds administered by DNR and into the state's FY09 Budget Relief Fund.

The six funds held deposits from hunting and fishing license fees, the USFWS contends.

"Per the Illinois Comptroller General's records, funds of $4,625,000 were subsequently transferred out of the six state funds as of Oct. 17, 2008," the USFWS letter continued. "The Public Act indicates the remaining $4,625,000 will be transferred to the FY09 Budget Relief Fund no later than April 1, 2009."

USFWS officials believe the October law authorizing transfers of $9,250,000, and the actual transfers of $4.625 million through Oct. 17, represent a violation of Illinois' own assent legislation requirements and federal laws and regulations because they are a diversion of hunting and fishing license revenues for ineligible purposes.

"The FY09 Budget Relief Fund is a non-fish, non-wildlife purpose," the USFWS stated in the letter. "The transfers are also a diversion because the Illinois DNR, the state's fish and game agency, has lost control of the transferred funds to the FY09 Budget Relief Fund which is outside the control of the DNR. "

In order for Illinois to continue participating in Federal Wildlife and Sport Fish Restoration grant programs - Illinois is estimated to receive $16 million from the program for Fiscal Year 2009 - the state will have to enact legislation repealing these budget relief transfers and replenish the six state funds.

According to the USFWS letter to the governor, the payback must also include any interest that would have been earned on funds that were diverted.

These demands come as a result of the Pittman-Robertson Wildlife Restoration Act, Dingell-Johnson Sport Fish Restoration Act and Code of Federal Regulations._Each prohibit hunting and fishing license fees from being used for purposes other than the management and administration of a fish and wildlife agency, such as DNR.

Illinois itself sanctioned these federal laws and regulations in revised assent legislation that took effect this past August.

When the USFWS letter was actually sent to the governor's office is unknown. But the USFWS acknowledged that it gives a state 45 days from the date of the letter to repeal portions of the legislation that pertain to state funds containing license fee receipts.

The letter goes on to say that, should corrective actions not be taken within 45 days, USFWS Director Dale Hall would declare Illinois ineligible for participation in WSFR grant programs.

Region 3 USFWS officials have worked on the issue with DNR Deputy Director Leslie Sgro and Kevin Hovis, general counsel for the office of management and budget, since October. The USFWS had hoped that legislation to reverse the fund sweeps would take place during the fall legislative session.

From the letter to the governor's office: "We waited to send this letter to give the state the full benefit of the November legislative session as an opportunity to remedy the diversion as discussed with your staff. However, this legislation was not introduced and corrective action still needs to occur."

The USFWS did receive a letter from the governor's office on Dec. 16, 2008. It was signed by Hovis and promised draft legislation that would reverse the DNR fund sweeps.

In that letter, Hovis says the state has not spent any of the money in question.

"The transferred money remains untouched in a separate and distinct state fund," his letter stated. Hovis also assured the USFWS that proper legislation has been prepared that would, if enacted, return the transferred money to the DNR funds from which they originated.

A call made to the governor's office on Dec. 30 had not been returned as this issue of Illinois Outdoor News went to press.

And the best part is Illinois will continue to elect Democrat Leadership to handle there ROBUST economy. I shouldn't be tojudgemental though.....I am from Michigan and we have the same leadership with the SAME economy.

Democratsare in controll of Congress now for almost 3 years and look at the top 10 states with the worst economies. ALL DEM Leadership LOL cannot blame Georgie Bush for everything but they will. The DEMS have it all now. Good luck!!!!

Blago would have been executed by now if he was a Republican or ran out of town. The Repubs would have never gotten away withappointing Burrisif the tables were turned. Bunch of Bias cowards

Hey - You must have voted Republican. I'm with ya, but we lost and every one will find out how great dem-dar demoncrats are! Tax and spend for the next 4 or more years. Your gov isn't any different than ours in WI. He is a demoncratic idiot. They try to pretend that hunting and natural resources are important to them, but don't believe it for a minute. Even Osama Obama said that he is for hunting.

It is just out and out bullshot that some jagweed (Blago) can steal withthe stroke of a pen and not face any penalty for it. He should be arrested for theft of federal funds. Take him away to fed land for prosecution.
