Default GMRS license

I am looking at 2-way radios that uses both FRS and GMRS channels. I have read on some websites that you need to buy a license to use these channels. Is this true?

Almost everyone I know uses those radios and I can't say I know anyone who has the license.

So you don't need to buy the license to use them. The law is to have one but you don't need the FCC to modify something to open up those channels? (They operate the same with or without a license?)
