I bought a S&W model 22A a couple years ago, and it'll shoot better than I can hold it. It came with 2 barrels, and 5 1/2 inch with iron sights and a 7" which I put a 4X scope on. I have killed numerous squirrels with it.
I can consistently hit a squirrel in the head with it at reasonable range, and I'm no genious with a pistol.
I have less than $350 in the gun, 2 barrels and scope. They're selling for around $200 here new with one barrel.

Good and Cheap ? They usually don't go together.Ruger (good ,reasonable price),Browning buckmark( about the same as ruger)Sig trailside( good ,but not cheap) is about the best out of the bunch in my opinion.

Right whats it for , the uses?
We have a few , from a 10+ inched bull barrel ruger mk( shoots really nice to wabbits etc- never mounted a scope on it- mate has a nickle ,rosewoodgriped tip up barrel 22( likre bretta copy)& a 9 shot 4 inch revolver both tauras brand& pretty good/ cheap too.

Forget starting with cheap and trying to find good. Take the suggestions you get when asking about GOOD 22's and then shop price. Do you want a revolver? an auto? for hunting? plinking? coup de grace?
Ruger auto Mark2, Supe-Six revolver or Browning Buckmark are popular 22's that are fairly affordable.

Ruger Mark II auto pistols are probably the best value around...especially buying used...I bought my first MKII for $50 from a guy who said he couldn't hit anything with it-I test fired it and grouped about an inch at 25yrds, just a ways off to the side of the POA, I bought it, drifted the rear sight a bit, now she's dead on-real accurate, real sturdy pistol...don't know that I'll ever own another type .22lr auto pistol. I've got four, but that one's my favorite-only standard bbl one I've got too-some nights that thing gets treated like a redheaded step child, Running coon-hounds isn't really forgiving on a firearm, pretty much only clean it after it gets wet-maybe 3times a season, stainless steel, never have had it jam once.
The rugers will rip them out pretty quickly too, if you're looking for a fun plinker...I'd give my right arm for a 50rnd stick for one!
