pistol permits and drivers licenses and ccw's oh my

Does anyone know if the state of your drivers license and it's validity has any effect on your ability to get a concealed carry permit in nys specifically Madison county or surrounding counties. Also I was informed you can get a CCW from Madison county if you reside elsewhere but work in Madison county and have for at least 6 months...which I am interested in for two reasons 1. I let my driver license expire because i don't drive myself and don't need it 2.Oneida county is alot harder almost impossible to get a permit that is unrestricted.

I suggest that you contact a Pistol course instructor in that area, he will know all the details of what is allowed.
When I was a instructor I was up on all the laws.
