Like every one else has said... get the oil out of the bolt and reassemble it dry and clean. Oil gets very thick when it gets below freezing temps and will make the firing pin very sluggish. This also happens to semi auto guns in sub freezing temps. The colder the temps the more of a problem this will become.

I believe you have your answer. It's either too much oil, or oil has attracted dirt. The cold does make the sitution worse. Strip, degrease, reassemble and shoot.
