To meconsistently means on average or regularly or more than it doesn't. I would bet that if I hung a target @200and over time shot say a 100 rounds at it more than65-75 of them would go inside a half inch center to center or .784 outside dia.

The HB (heavy benchrest) record at 200 yards for a 10 shot group is .245
The LV (light varmint) 5 shot record was broken this year its now 0.091 which is absolutely unbelievable.
The thing that most people that spew these claims fail to realize is how unbelievably tough it is to do. People spend several thousands of dollars on custom actions, barrels and gunsmithing trying to have 1 consistant sub 1/4 MOA rifle. don't forget that they use 36X or 45X scopes also. And we are supposed to believe that three factory rifles with hunting scopes can do it. Lets just say: I'd have to see it, to believe it!
