with the ruger base I suggest the leupold rifleman rings they are about 9 bucks at walmart. for the b-square weaver base Id use just about any weaver style ring. the b-square weaver rings are pretty nice I have a set of them and like them alot I also have several sets of weaver rings and they are great rings also.

I never use anything but steel rings on ANY rifle. I have millet rings and a weaver base on my 10/22. I would also recommend some blue Loc Tite for the screws on the base. The worst thing in the world is to get the darn thing sighted in and then have it go out of wack because some screws came loose. Blue Loc Tite is not perminent so don't worry but it will hold those scews really well.
Good luck
